However, in this area, it is particularly important to draw attention to the fact that the new legislative proposal is intended to focus on the import preferences of the developing countries in greatest need. In practice, this means that preferences are withdrawn from some countries, thereby increasing the value of the preferences for those who remain in the scheme, a process which could be called ‘preference consolidation’; that seems like the most suitable approach to me, in fact."@en1
