lpv:translated text	"Madam President, ladies and gentlemen, the proposal to appoint a Special Representative for Human Rights comes from the Treaty and from a series of requests made by Parliament. Although the appointment will be made by the Council at the proposal of the High Representative, it is essential that Parliament and the Commission also have their say on this matter. We are also asking to be able to participate in the election procedure and to have responsibility for monitoring the representative’s conduct through hearings before the competent committee. The Special Representative for Human Rights should have to provide an annual report on their activity to the Council, the Commission and Parliament. However, I hope that the new representative appointed will know how to separate the protection of human rights from financial interests, because I do not believe the overly tolerant behaviour of many states towards China is acceptable – for example, the attitude towards human rights violations in Tibet – just because China is an economic power."@en1
