"Madam President, I voted in favour of the report, quite simply because it also represents the basis on which serious negotiations can be resumed not just with the Commission, but also, and above all, with the European Council. Quite simply, I consider it unfair the we, as Parliament, are, on the one hand, set off down the route of having to decide on new reforms in the new financial period of 2014-2020 as regards the Cohesion Fund, as regards – in particular – also European agricultural policy, without knowing exactly how much money is actually in the war chest. I do not consider this particularly fair and, quite simply, I expect this resolution to jolt things into action, so that the Member States tell us once and for all how much money is actually available. Reliable funding is, after all, the basis for being able to plan reliably and bring about any kind of stable reforms."@en1
