"Madam President, ladies and gentlemen, I voted in favour of this document, as well as the other document with which it forms the ‘two-pack’, because I believe that they could be important in creating both stability and growth. However, these alone are not enough. In any case, we believe that at a time of serious crisis such as that which the European Union is facing, Parliament should take on an even more courageous role than it has so far, and we believe that development, employment and the labour market go hand in hand with a mechanism for surveillance of the budgetary policy of each Member State, because discipline is extremely important. The European debt redemption fund could prove to be a useful tool, as could the annual coordinated public debt issuance framework. The European Investment Bank has a greater role in order to achieve budgetary, political and fiscal union, which are the essential objectives for growth and development, the need for which we are fully feeling and noticing at the moment."@en1
