The European Council taking place on 28-29 June will deal with economic policy issues, the multiannual financial framework, as well as with the governance of the Schengen system and asylum. In defining and implementing its policies and actions, the EU must take into account the requirements in terms of promoting a high level of employment, guaranteeing adequate social protection, combating social exclusion, as well as the requirements for a high level of education, vocational training and health protection. I think that the EU needs a common agenda on economic growth and job creation, with a particular focus on youth employment. We call on Heads of State or Government to set out and adopt this agenda. In this context, the multiannual financial framework is an effective tool which helps achieve economic growth in the EU. With regard to the governance of the Schengen system, we call for the codecision process to be used and for Parliament to be involved in all the decisions relating to the free movement of persons, one of the EU’s greatest achievements. We are also in favour of Romania and Bulgaria joining the Schengen area, given that both the Commission and Parliament have acknowledged on several occasions that both states meet the necessary technical criteria."@en1
