"Mr President, ladies and gentlemen, it seems to me that the debate is being held within the wrong frame of reference. The debate is not about having more Europe or less Europe. Current events force us to think about a completely different Europe: participatory, united, regional. A century ago, a certain Luigi Sturzo, exiled in England and writing in the English newspapers, was more modern in his thinking than this House, which refuses to consider Europe’s problems from the point of view of territories and regions, which is to say the productive, hard-working world which is the reality for our people. Today, I would like to represent the people of the industrial triangle of agricultural production of Mantua, Ferrara and Modena, where a major seismic event has caused serious problems for one of the most important productive centres in Europe. However, aside from a few visits by Mr Tajani and Mr Barroso, which I concede are important and which I must acknowledge, there has been no debate on practical issues. There is no central intervention on the ground that responds to the expectations of these communities. This Europe thinks in a Brussels way, like our centralist states!"@en1
