"Mr President, I am very pleased to see that we are returning to the issue of last year’s elections in the Democratic Republic of Congo. Observing elections is very important, but our role should not be restricted to just drawing up a final report revealing the outcome of the elections. What is equally important is whether democratic mechanisms are really working. I would like to thank Ms Nedelcheva for her involvement in matters relating to the DRC, both during and after the elections. There is no doubt that the Congolese authorities and citizens have much to accomplish. We would therefore ask the Congolese authorities to ratify, as quickly as possible, the African Charter on Democracy, Elections and Governance. We also ask for the implementation of all of the recommendations in the final report by the European Union observation mission. We ask the European Commission to make sure that these recommendations help to create a dialogue among all the constituent parts of Congolese society. We also appeal to the Congolese authorities to guarantee freedom of assembly, freedom of speech and freedom of expression, as well as the right to security and physical integrity for all citizens of the Congo. Without these steps, no elections will bring about an improvement in this country’s situation."@en1
