"Mr President, Lady Ashton, ladies and gentlemen, let me start with the Middle East. Lady Ashton, I must say I was very pleased with the Council’s conclusions of 14 May, because the parties involved are saying that they should refrain from actions that undermine the credibility of the peace process and they are also voicing their concerns regarding the developments on the ground that are making the two-state solution impossible, such as the Israeli settlement policy, which is in violation of international law. They are also really making themselves heard on the subject of the poor living conditions of the Palestinians in Area C. There is also something that I am missing in the Council conclusions because, if the two-state solution is not achieved, what will happen next? What lever will we have if these diplomatic and practical initiatives do not lead to an effective peace process? What are we going to do as the European Union? How can we enforce a solution? How long will the commitment of a credible mediator still be credible if the parties do not comply with the agreements made? We and, in particular, the European Union, must do everything to bring political pressure to bear on the parties. We are Israel’s most important trading partner, but we are also the largest sender of aid to the Palestinian Authority. I believe that it is definitely time that we started using the levers because a community of values like the European Union can no longer afford to rely on a hands-off approach. Turning briefly to Syria. What are we doing and what will the European Union do to persuade Russia, and China, too, to a lesser extent, to collaborate with the embargo? It seems to me to be the only way to ensure that we can prevent the civil war that all of us can see coming."@en1
