"Madam President, the recent commotion about the supply of German submarines to Israel is, to some extent, whimsical, it seems to me, as Berlin has long been a world leader in global arms exports. Moreover, we should be clearly aware that a country like Israel will not be dictated to in respect of whether and how it fits and refits weaponry supplied to it. Of course, voices will be raised once again in this regard, calling for total bans on arms exports. Demands of that kind are not efficacious, however, if you think that there is a gigantic black market for the arms trade in particular. The forthcoming United Nations conference about an international arms trade control treaty may also be useful for the construction of a system that improves compliance with weapons embargoes. However, it will not really be able to put a stop to the illegal arms trade, and I believe it is against that trade that we need to take stronger action, instead of bullying arms manufacturers and dealers and millions of sport shooters and hunters in EU Member States with new regulations, especially with regulations that do not actually provide any safety benefit."@en1
