lpv:translated text	"Madam President, Baroness Ashton, action to defend and protect human rights underpins the functioning of democracy, social peace, cohesive development and smooth international relations and is therefore rightly the cornerstone of the Union’s foreign policy. The means at our disposal to date – political dialogue and trade agreements with human rights clauses – have proven to be inadequate. I therefore welcome the initiative to appoint a Special Representative for Human Rights and I support Parliament’s recommendation to the Council. I think that it will give our policy visibility and cohesiveness. The Special Representative for Human Rights must be able to acquire independence of action and the facility to cooperate smoothly with the competent services, civil society and other international and regional organisations. At the same time, he or she must be able to analyse the situation on the ground in the different countries, as reports of the real circumstances often do not reach us here in Parliament. That is why I believe that the right selection will be made. We understand the importance of protection for human rights in the Arab States to good relations and peace in the world. They are suffering, en route to democracy, from a lack of protection for human rights; the persecution of Christians is a typical example. I therefore believe that the time has come for us to give a cohesive and effective response and the appointment of this new institutional person is a step in that direction."@en1
