"Europe is a major purchaser of energy on global energy markets. Ensuring reliable and cost-competitive access to global energy supplies is fundamental to supporting Europe’s competitiveness and security in relation to the EU’s existing policy objectives set by the 20-20-20 package and the long-term commitment to the decarbonisation of our economy by 2050. Only a coherent and coordinated approach by Member States, the Commission and the Council will allow for effective promotion of the EU’s energy objectives externally and will result in an improved negotiating position vis-à-vis third countries. I ascribe key importance to research, development and innovation (R&D&I). Within the EU, pooling our research efforts can result in high-quality research which is more efficient, cost-effective and dynamic than if it were carried out individually by each Member State. Similarly, we should look to cooperate more closely in R&D&I with third countries, in order to maximise these advantages internationally."@en1
