I am therefore pleased that, in the wake of the European Year of Volunteering 2011, this report takes a further step towards the recognition of the Voluntary Service. In European border regions in particular, volunteering organisations face administrative and tax law-related difficulties if they seek to operate – in the European spirit – in multiple EU Member States.
