"The European Union is the principal donor of development aid, the principal investor and the second largest trade partner in Latin America. Latin America has not been hit as hard by the financial and economic crisis as the European economies, with a +4.5% growth outlook for 2012. Unfortunately, 180 million people are still living below the poverty threshold in Latin America. It was therefore important to define a new cooperation with Latin America, in particular, by changing the tools to help this cooperation. Indeed, as the rapporteur recommends, the focus should be on the gradual withdrawal of bilateral aid to middle income countries (MICs) in order to reinforce aid to low income countries (LICs). Faced with the humanitarian and health situation of Latin American countries, it is vital that essential services such as education, training, health and hygiene, removed by the European Commission, are reprioritised. Finally, and as a driving force behind the future of this cooperation, regional policies need to be stimulated in order to reset budgetary and fiscal policies. I voted for this report in order to highlight the need to shift the focus of regional cooperation policies onto urgent health and humanitarian matters."@en1
