"In this globalised world in which money is everything, those who live in the underworld of crime and corruption find fertile ground in developing countries, much of whose populations live below the poverty line. Certain African, Asian and Latin American countries are in this situation. They have economies dependent on narcotic cultivation, they often exploit sex tourism in clear breach of human rights, and they have parallel economies where fraud and corruption are rife. As it is aware of this phenomenon, the European Union, the principal donor of international aid to Latin American countries, has cooperated with other international organisations. It is worth highlighting that the progress made in some countries represents growth in excess of 4% of GDP and they are now in a position to leave poverty behind and move towards development.
I voted for this report on defining a new development cooperation with Latin America which, while continuing to support countries living below the poverty line, changes some cooperation procedures, moving from aid to partnership, and raising the profile of the relationship between the EU and these countries."@en1
