"Firstly, I should like to congratulate the rapporteur on his report and welcome the mobilisation of the EU Solidarity Fund for the floods in Liguria and Tuscany which caused considerable damage to homes and farming and cut off major transport links and basic public infrastructures in October 2011. The priority from now on is to restore normal living conditions for the people affected by the floods as quickly as possible and to ensure that economic activity resumes quickly in the areas concerned. The EU Solidarity Fund has proven its worth once again in addressing major natural disasters by providing aid to affected States. However, I cannot but express my regret that it has taken eight months since the floods damaged these areas to complete the fund activation procedure. The three institutions therefore need to work to make interventions under the Solidarity Fund quicker and more flexible. This will allow us to ensure that this instrument has real added value."@en1
