"Mr President, we should all be aware of the range of crimes that could qualify as cyber crimes – from those numerous e-mails that I receive from the widows of African dictators offering me millions of pounds in my bank account if I give them my bank account details, all the way through to viruses aimed at particular services or servers to ensure a denial of service, therefore affecting users and perhaps military installations as well. But we have to be careful, because in this place, whatever the problem, the solution appears to be more Europe and more regulation. My plea is not to use this very important issue of cybersecurity as an excuse to impose disproportionate costs or measures on companies, and also to make sure that we do not breach our very own data protection laws and the rights of our citizens. But also, at the same time, why are we using this as an excuse to push something called an EU-wide curriculum on information security? Surely this issue is global and we should be pushing for global coordination, not simply more Europe."@en1
