"Madam President, ladies and gentlemen, there is no doubt that at this time of great difficulty, with such an overwhelming financial and economic crisis, the Commissioner might feel there are other policy priorities to debate and discuss. Because otherwise, the issue of multilingualism, the issue of cultural wealth, the issue of democratic participation should already have been effectively resolved, but they have not. The European Union undoubtedly has union at a monetary level, while it does not yet at a fiscal or political level, and there is no doubt that the denial of rights of citizenship includes denial of the right to participation and information. What should consultation be for, if not to provide a procedure, a tool to help citizens understand what is happening and, through the occasional heated exchange of ideas, through proper debate, to come up with concrete proposals for the decisions that will then be taken by the European institutions? Standing between the goal and the procedures that have been identified, there is probably a strong political will on the part of the Commission. Yet there are a number of innovative opportunities, including websites, there are a number of tangible opportunities that could ensure that the cultural wealth – which should be encouraged – has a tangible opportunity for growth. Otherwise, there will not be much point in further extending the boundaries of the European Union, and it will not be possible to guarantee the social cohesion that is created through an open challenge towards the territory. It is true, we must combine the instrument of political consultations with the effectiveness of parliamentary activities in the best possible way, and we still need to make optimum use of resources in a context where they need to be used rationally. Nevertheless, Madam President, if Parliament really wishes to be the home for all EU citizens, much more needs to be done and we call upon the Commission to make a great effort in this direction."@en1
