"Mr President, I, too, would like to congratulate the rapporteur, Christofer Fjellner, and the other shadow rapporteurs for the successful outcome of the trialogue with the Commission and Council.
I feel that there are a number of important points in this regulation. Firstly, from now on, this scheme will be mostly applied to those countries which are in greatest need, thereby making it more effective.
Secondly, the countries which have signed a free trade agreement with the European Union will be excluded. Nevertheless, the proviso must be made that those which have initiated negotiations but have still not concluded them within a two-year period will be excluded. We will therefore encourage them to conduct such negotiations with the European Union.
Thirdly, this regulation is linked to numerous strict requirements relating to conditions for achieving international standards in terms of human rights and sustainable growth.
Last but not least, I would like to say how pleased I am about the compromise which has been reached on retaining Parliament’s role in the use of the delegated acts procedure, thereby giving us the opportunity to have our final say when making key decisions. I hope that the Commission and Council will also display the same spirit of compromise during the forthcoming debate we will be having on the draft regulation on macro-financial assistance for third countries."@en1
