"Mr President, Mr Preda, unfortunately we are talking about Venezuela, which should not be the subject of a resolution on human rights violations, because it has limited itself to announcing that it may exercise what in international law is called which is the option that states have, when exercising their sovereignty, to sign or not to sign international agreements. However, as we are talking about an international body – which should be protected in order to defend human rights – let us strengthen it by calling on all those states that have not yet done so to join it and to recognise and implement the decisions and rulings of that body, which is not the case of the United States or Canada or eight other member states of the OAS, which are not members of the Inter-American Commission on Human Rights. We therefore fail to understand why there is this obsession with Venezuela."@en1
