"I am voting for this report, as I consider it vital that the Ukrainian authorities ensure full respect for the rights of all prisoners, including Ms Tymoshenko, Mr Lutsenko and Mr Ivashchenko. Moreover, I believe the adoption of a reformed penal code to be positive, as it is a significant step in the process of reforming the legal and judicial system, and of Ukraine’s rapprochement with the EU. I also believe that the establishment of a constituent assembly is a very positive step, as are the efforts to ensure that the parliamentary elections in October 2012 will be free and fair. Respect for fundamental rights and freedoms in Ukraine is a key step towards ensuring that this association agreement will provide a crucial tool for modernisation and a road map for steering domestic reforms and national reconciliation, which will help the country to overcome recent negative trends."@en1
