"The Commission’s proposal seeks to create a formal legal instrument for granting macro-financial assistance (MFA) to third countries, and to establish quicker, more efficient and streamlined decision making for individual operations. In order to do this, it is necessary to agree rules and conditions among the EU institutions, to update some of the rules on the geographical scope of MFA, and to align MFA decision making with other external financial assistance instruments. Today Parliament adopted a document, for which I voted, stating that the MFA must bring the EU added value, and should only occur where the EU can bring something to the table. For example, by decoupling MFA from the existence of an IMF scheme, the EU will have greater freedom to provide added value, thus allowing it to take the leading role in MFA operations. Therefore, in most cases the EU’s contribution should not fall beneath a minimum percentage, so that it is sufficient to ensure added value and makes it easier for countries to benefit from MFA."@en1
