Relevant resolutions were included in the Treaty of Lisbon for Ukraine and the Republic of Moldova. The legal basis is now under discussion. This proposal would do away with the need to consult with national parliaments and would lead to a loss of transparency. EU financial assistance is often characterised by a lack of transparency and controls. As the present proposal offers no prospect of an improvement in this regard and could possibly be used to undermine discipline in financial policy by the back door, I have voted against it."@en1
