In common with the rest of the European Conservatives and Reformists Group, I support the main premises of the Kazak report, which confirms the European Parliament’s position on questions raised previously regarding macro-financial assistance for individual third countries. The initial conditions for granting extraordinary financial aid should be set out clearly, and should include in particular improved transparency as regards use of funds (loans, grants or a combination of the two) and formal political assessments of the status of beneficiaries, carried out by the Commission in cooperation with the EEAS, in order to increase the democratic effectiveness of the EU’s macro-financial assistance and to improve democratic scrutiny of the latter."@en1
