"This report concerns the proposal for a Regulation of the European Parliament and of the Council laying down general provisions for macro-financial assistance (MFA) to third countries. EU MFA was launched in 1990 to grant financial assistance to third countries experiencing short-term balance of payments difficulties. So far, a total of 55 MFA decisions benefiting 23 countries have been approved, totalling EUR 7.2 billion, in the form of grants or loans, or a combination of the two. Since MFA is one of the main sources, if not the main source of external finance for third countries, I consider it vital to create a formal legal instrument for granting such aid, so that it is implemented in a streamlined and regulated way."@en1
