"Mr President, I welcome the drafting of this report on the commitment to resource efficiency. I would especially like to highlight the idea of permanent materials in contrast with that of raw materials, and the innovative solutions that are being put forward to impose economic penalties on producers and users for improper use of those raw materials.
With regard to waste, I welcome the goal of reducing our waste production and processing waste better, because this will mean formulating concrete, feasible, realistic plans that focus on making better use of recyclable materials and disposing more efficiently of what cannot be used.
This means a great deal more than just collecting and transporting. It means promoting a convenient classification system that encourages users, and supporting technologies that create value and innovation out of re-use. It also involves putting an end to landfill. That has to be our future, keeping incineration only for what cannot be re-used.
Finally, I, too, believe that achieving these goals requires increased awareness, training and consensus, and greater demands should be made on Member States and the regions, because we are all facing the same challenge."@en1
