"Mr President, Commissioner, the European Conservatives and Reformists Group includes the word conservative in its name, so I cannot understand at all why today they are not prepared to conserve what is most important to us all – namely clean water, healthy soil and clean air. In other words, I do not understand why they cannot come on board in this area, because I feel that our main task here is to take on a dual responsibility: responsibility for the generation that is alive here and now, but also for future generations. We can only do that if we are careful with these types of energy, these recyclables, these resources. I believe that the present energy road map indicates a great many opportunities where we cannot just increase economic performance in Europe, as indicated in the heading, but also ensure a sustainable quality of life. What I cannot understand at all is the panic and fear that is the constant response when such taxes are mentioned. As far as I am concerned, taxes contribute to quality of life. In German, at least, the word for taxes incorporates the word for steering. In other words, taxes allow me to quite deliberately steer things in such a way as to fulfil our political mandate – namely, to create quality of life for the people throughout Europe, in all regions. Taxes are instruments that I can use to help funds to be used where they are needed. As we have already heard today: according to the polluter pays principle. However, taxes must also be fair. That is a crucial factor for me, and I believe we need to thank Mr Gerbrandy today for his report. It points the way, and I hope that as far as possible, all its points will be carried with a broad majority."@en1
