"Mr President, a balanced raw materials policy should be based on at least three pillars – the first of which is efficiency, the second recycling, and the third the sustainable use of resources. Unfortunately, the report presented to us does not respect this balance, and is tilted in one direction. It is strongly biased in favour of efficiency. Even worse, it wants to use taxation instruments to shape the European Union’s raw materials policy. Not only special taxes on raw materials are being proposed, but also special changes to the VAT system.
These instruments will obviously affect the competitiveness of our industry. We cannot agree to the European Commission being encouraged to work on solutions involving the taxation of raw materials. The proposed total ban on landfilling waste is similarly ideological and divorced from technological and industrial reality. This report is inconsistent with the findings of the Committee on Industry, Research and Energy, with the opinions of the European Commission and industry recommendations, and therefore will not be supported by our group."@en1
