"Mr President, I would like to draw the House’s attention to the provision which talks about cutting greenhouse gas emissions by as much as 95% compared to 1990 levels. It is entirely right to propose rational consumption and restrained use of the earth’s resources, including energy, but these proposals cannot be made in isolation from economic and social realities. My country, Poland, has made enormous sacrifices and borne enormous costs as a result of cutting carbon dioxide emissions. I believe that our work and the measures we take should take this into account, since the economic crisis which we are experiencing calls for growth, but growth cannot be achieved in opposition to rational grounds and arguments. This also leads to social problems which could prevent any growth in the future. The evidence tells us that we should not be naive in a situation where the global powers with the highest carbon dioxide emissions, namely the USA, China and India, are not following in our footsteps."@en1
