"Mr President, during the last 12 years, we have witnessed both a significant rise in raw material prices globally and their alarming volatility. During the second half of 2010, 44 million people were forced into poverty due to the rise in food prices. These events are not only caused by the shortage of resources, but also by their inefficient distribution or by speculation on the commodities markets.
Against this background, the European Union must work on devising a global system for using and distributing global resources. This is why I call on the European executive to pursue the inclusion of environmental standards and the fair trade principle on the agenda of the World Trade Organisation. Continuing the efforts to reduce and eliminate tariff and non-tariff barriers preventing the trade in green goods and services also marks an important step towards greater resource efficiency.
Last but not least, I would like to remind you that speculation on raw materials has a direct impact on the lives of millions of people, causing poverty and hunger. This is why I think that an urgent ban on this practice is an absolute must."@en1
