"Mr President, Commissioner, in recent times, the European Parliament has approved a number of reports aimed at improving the efficiency of resource consumption throughout our part of the world, including by minimising food waste. These are sensible initiatives that will enhance cooperation in Europe as we move towards more sustainable development, including better utilisation of our shared resources. However, why should the EU decide how the Member States become more resource-efficient? This report contains requirements concerning common transition to tax and waste systems as well as requirements concerning the use of public funding. In my view, tax and waste systems fall within the competence of the Member States and should not be dictated in an EU report; instead, they should be tailored to local, regional and national circumstances.
The report calls for subsidies in the EU to be phased out. That is a good idea. At the same time, however, it calls for additional spending and sets a number of requirements, which is why I cannot vote in favour of the report. Yet the report also contains good proposals, including the call for best practice as regards available scientific data in order to speed up the transition to a resource-efficient economy. I am therefore also unable to vote against it, and in the end I am going to abstain. I share the vision of a resource-efficient Europe, but it needs to happen with fewer state subsidies and by tidying up existing regulations. I would also like to see the report comment on exports of EU waste to third countries, including plastic waste that should stay in the EU for reprocessing so as to create local jobs and reduce imports of raw materials."@en1
