"... thanks to the ease of obtaining energy. At the same time, sources of energy and raw materials have been depleted. Our societies’ consumption and prosperity have increased significantly. However, the continued growth of the world’s population with the current consumption model will give rise to a number of challenges. This involves not only the now widely-advertised problems of climate change, but also problems which need to be resolved rationally on the basis of efficient resource use and a different consumption model in order to allow the world’s inhabitants to develop harmoniously. There is a global trend in countries with economies based on raw materials to expand processing of raw materials and to shift to higher value added production. Hence, China prefers to process lanthanide elements at home, and the current Russian slogan ‘raw materials for modernisation’ is now out of date. The relocation of energy-intensive industries will impoverish Europe yet further. So what should we do to use available mineral resources, water, the forest, soil and even air more efficiently? Firstly, we must use raw materials more efficiently and support innovation in the fields of substitute materials and technologies and recycling, as already mentioned. Secondly, own resources should be used and managed effectively in the interest of local communities, who should benefit from their natural resources. Thirdly, economic and fiscal instruments and a protective tariff policy should be established in the European Union in order to increase the competitiveness of its Member States. Finally, and fourthly, the Commission should pay attention to the harmful effects of multinational corporations and the economic protectionism practised by some members of the WTO."@en1
