"Mr President, this report is yet another declaration of intent that is difficult to achieve, especially at a time of economic crisis such as the one we are experiencing. The main topics addressed by Parliament relate almost exclusively to environmental issues.
Acting always and only at EU level can only impoverish our enterprises and our citizens, to the sole and exclusive benefit of third countries. Overly strict and burdensome regulations lead to the relocation of enterprises to third countries with easier tax burdens, costs, rules and controls. The relocation of these enterprises also entails a worsening of emissions into the atmosphere as they are no longer subject to the strict limits imposed in Europe. Our citizens thus lose out twice: they lose jobs and emissions into the atmosphere increase. For Europe, losing further competitiveness means postponing our exit from the crisis.
For these reasons, we voted against the report in the Committee on the Environment, Public Health and Food Safety. If some major amendments are adopted during the vote in plenary, thereby improving some of the most controversial points, and given that there are some positive aspects to this measure, we may change our vote to an abstention. Otherwise, we shall vote against it."@en1
