"Mr President, our support for the creation of a new independent state in the south of Sudan is bringing the first unwanted consequences of the independence of this country. Border demarcation disputes also affect the oil area around Heglig, and the Secretary-General of the UN, Ban Ki-moon, has described as illegal the attempt made by South Sudanese troops to take control of the disputed areas and called for the forces to withdraw from the region. Although the South Sudanese Government withdrew its troops from the area, the President of Sudan, Omar al-Bashir, threatened to close the transit pipeline through which South Sudanese oil flows to Port Sudan on the Red Sea coast. The South Sudanese Government does not have any other routes for transporting oil, and it is therefore completely dependent on the generosity of its northern partner and neighbour. In this situation, it is incomprehensible that the leaders of the two countries cannot find a common peaceful settlement of the dispute, and that they are exacerbating the misery and suffering of the citizens of their countries through military conflicts that resolve nothing. Therefore, we must help them and insist more strongly that the regimes in Khartoum and Juba resolve their disputes at the negotiating table and in accordance with international law."@en1
