"Mr President, I voted for this regulation because it will allow a suitable amount of reflection on the new institutional balance resulting in the wake of the Lisbon Treaty. By clearly defining the methods for exercising the right of inquiry, Parliament will strengthen its democratic scrutiny role. With this in mind, its powers must be outlined precisely with regard to the principle of proportionality and utility.
I should draw your attention to paragraph 5, which distinguishes between political and judicial inquiries. I think that it is extremely important for Parliament’s activities not to interfere with the judicial mechanisms. I should stress the need to strike a balance between the transparency of the Parliament’s work and the protection of privacy or of the vital interests of Member States. I also support the provisions on the possibility of lodging a complaint against the report compiled by a committee of inquiry."@en1
