"Mr President, finally, a proposal for a financial transaction tax which I support. However, a lot of time was wasted and a lot of disasters occurred before the necessary conclusions were drawn from the scandal of wealth accumulation by a minority of speculators at the heart of the meltdown of the global economy. It took the destabilisation of the world’s economies by those avid predators for a majority to finally agree to this proposal.
Yet, what overcautiousness, what timidity too in what is being proposed to us today. It is as if action had to be taken, but not too vigorously, as if consumed by fear of instilling fear. Those who, yesterday, did not want to do anything, those who, yesterday, did not want to change anything, are bowing down to speculative pension funds, which they hope to exempt from the tax. I find that deplorable. We are depriving ourselves of a powerful resource, the effect of which is to weaken the new instrument we want to see implemented."@en1
