"Mr President, the Committee on Budgets looked at one particular aspect of the Commission’s proposed financial transaction tax, namely, whether some of the revenue from this tax could be used as a new own resource that would then replace part of the current national contributions to the EU’s budget. The Treaty does, after all, clearly state that the Union is to finance its budget from its own resources. Nonetheless, the majority of the budget is paid for by contributions from the national budgets, which are subject to all kinds of special arrangements in the form of rebates and rebates on the rebate. It is a complex, incomprehensible system that is in need of reform. The Committee on Budgets considers that a financial transaction tax could be a source of new own resources, since it would have broad geographical coverage and could generate significant revenues. Naturally, this would require all 27 Member States to be on board, and it is pretty clear that not all 27 countries want to be. Personally, I am opposed to this financial transaction tax, but I would like to thank the rapporteur for receiving the opinion of the Committee on Budgets constructively."@en1
