"Mr President, the discussions about the agreement with Colombia and Peru show that human rights are important. I want to talk about the issues of freedom of expression, the right to knowledge and the right to education. The agreement which the EU has negotiated with Colombia and Peru, together with several other agreements that have been imposed on these countries, includes significant obligations with regard to intellectual property rights and inflexible trade regulations, while failing to put in place equivalent restrictions on the monopolies which these rights involve. In Colombia, this has resulted in an act such as making a private copy of a document or making a limited number of copies for educational purposes becoming a criminal offence. In our trade relationships with third countries, we must put the emphasis on freedom of expression, the right to knowledge and the right to education. We need agreements which introduce and reinforce restrictions on copyright at an international level. There is no good reason why the European Union should not initiate a change of this kind in the international arena. There is also no good reason for us to approve an agreement which does not represent a move towards a better policy in this area."@en1
