"On 1 April this year, a new tool of participatory democracy was introduced in the form of the institution of the European citizens’ initiative, which grants EU citizens the right to make real political initiatives. Citizens can thus directly participate in EU law making, which, in turn, further increases the democratic legitimacy of the EU. Since the relevant regulation stipulates that organisers who succeed in collecting 1 million signatures must be given the opportunity to present their citizens’ initiative at a public hearing, an amendment of Parliament’s Rules of Procedure has now become necessary. To this end, the report establishes a solid procedural background for the smooth organisation and conduct of public hearings. The Committee responsible for the matter will assume the task of organising the public hearing in Parliament in cooperation with the Committee on Petitions. Thus, we guarantee that citizens can refer their issues of importance to the most suitable fora. The Committee on Petitions has decades of experience in this field, but it is the members of the competent committees who can truly influence the future of the respective sectoral policies."@en1
