"In my view, the internal market scoreboard is one of the most important tools we have for speeding up implementation of the directives in the internal market. In particular, it is my experience that the naming and shaming approach has worked in a satisfactory way, and has made the countries that are lagging behind try a bit harder.
I am happy with the approach taken by the rapporteur, which focuses partly on the regulatory framework and thus the transposition of the directives, and partly on how well such implementation is working for enterprises and citizens. The report points out some problem areas where action can be taken and, unfortunately, the new scoreboard underlines the fact that there are indeed some problems. In the first instance, it is important that we get back below the 1% limit for transposition of the directives and that we reduce the delay, these being some of the challenges indicated by the new scoreboard.
Although the new scoreboard is a step in the right direction, I think we have to consider whether we cannot go even further using this method. I should like to lend my support to the rapporteur’s proposal for the establishment of a unit in the Commission to secure swifter and better implementation of the internal market directives and regulations."@en1
