"There is a great deal of ground that could be covered in relation to judicial cooperation, to cooperation on criminal investigations and to combating crime. Some steps have been taken in this regard, but others could and should still be taken. The increased movement of people and capital, as well as the various forms of cross-border crime, including economic crimes, make that necessary. Cooperation between Member States should still be extended in the area of policies for preventing high-level economic crime, a field in which the political will to do more and better has been wilting. However, the report goes beyond this approach, proposing harmonisation on criminal matters, which we consider unacceptable. This is an area in which the Member States must retain their sovereignty. We do not accept the harmonisation of criminal policies, nor the constitution of shared codes for criminal matters. We therefore voted against this report."@en1
