"The UK and Ireland fall largely outside the scope of Title V of Part Three TFEU, and I expect that exemption to be retained after Scottish independence. Nevertheless, Scotland will also retain the right to opt in to individual provisions under that Title. I recognise that many important aspects in the war against serious organised crime and terrorism have added value to be gained by EU-wide cooperation. This report recognises the role of both Member States and the EU in this field and, on balance, I was able to vote in favour."@en1
