"Mr President, I have supported the de Jong report because it takes account, above all, of a valuable principle: that of the specific character and history of each nation and thus the substantive criminal law of each Member State. It is also concerned with protecting fundamental rights, respecting the principles of subsidiarity and proportionality, and – in a European Union intent on dealing a real and fatal blow to organised crime, terrorism and corruption – allowing the judicial rulings issued by one Member State to be recognised in the others. In addition, it talks about the goal of harmonisation, with all the premises stated thus far, the definition of offences common to Member States and those guarantees for accused persons, especially under cross-examination, that may become the symbol of a common criminal law in the EU."@en1
