"I voted in favour of this report because it implements the Rotterdam Convention in the European Union, the aim of which is to promote information exchange about chemicals being traded between the parties to the convention and also to implement the prior informed consent (PIC) procedure when a party to the convention exports chemicals subject to the convention to another party to the convention. The PIC procedure helps to ensure that countries exporting chemicals formally obtain consent from the importing countries before the export can take place. By adopting a recast of the regulation today, the European Union goes beyond the Rotterdam Convention in the sense that the regulation includes more chemicals than the ones listed in the Rotterdam Convention. A recast of the PIC Regulation is necessary to clarify and align the regulation with chemical legislation adopted recently, to change the provisions related to external representation of the Union, to facilitate export and import conditions, and to apply stricter measures in connection with the inadequate implementation of these conditions."@en1
