"I welcome this report. I welcome the new recast of the regulation prepared by the Commission. It is important to clarify certain definitions and align the regulation with recent legislation and involve the European Chemicals Agency (ECHA) in the implementation of the regulation. It would be logical to make use of the ECHA, which could take over much of the responsibility for implementing this regulation. I would not agree with changing the rules in the PIC procedure. The PIC procedure applies to chemicals, including pesticides and industrial chemicals that have been banned or severely restricted for health or environmental reasons. When exporting these chemicals to third countries, the EU should take great care to ensure that this is not done against these countries’ will. I do not believe that the objective of ensuring revenue for the producers of dangerous chemicals, who find it difficult to sell these chemicals within the EU, should be more important to the EU than the EU’s obligation to protect human health and the environment."@en1
