"The European Union has a crucial role in European environmental policy. By signing Regulation (EC) No 689/2008, entering into the Rotterdam Convention, the EU has set itself the goal of incentivising and increasing information exchange about the chemicals traded between the parties to the convention and also to implement the prior informed consent (PIC) procedure. The measure ensures that exporting countries of chemicals formally obtain consent from the importing countries before the export can take place. Mr Jørgensen’s proposal aims to limit the derogations usually adopted against the PIC procedure, thereby trying to defend the original meaning of the Convention. The joint intervention of the Commission and the designated national authorities will also be of significant help. This synergy will undoubtedly result in more accurate and reliable documentation on the possible impact on human health or the environment of using dangerous chemical substances in the importing country or another exporting country."@en1
