"As in previous years, the report includes the latest information on irregularities and cases of suspected fraud reported by Member States. The report also examines a special topic, agreed in advance between the Commission and the Member States, namely, the risk of double financing in cohesion policy. In my opinion, the current rules do not always provide appropriate and sufficient means to identify and prevent the misuse of EU funds, and by this I mean, for example, the differences in relevant Member State regulations, in particular as regards sanctions applied for fraud. One such barrier is that regulations concerning procedures, crime and punishments vary by Member State, which acts as an impediment to fraud-related investigations and criminal proceedings across Member States. In the interest of coordinating Member State regulations, I still find the establishment of a uniform legislative background necessary. However, considering the differences that exist between Member States, it is questionable whether detailed rules falling within Member State competence could actually be harmonised and, most of all, in how far the individual countries would consent to this. I believe that the rapporteur is correct in stating that the Commission’s annual reports are based on inaccurate and non-comparable data, and that this raises questions about their purpose overall. I voted in favour of the report."@en1
