The centre should put the appropriations it is allocated to better use. I agree that there should be a greater focus on absorption capacity and welcome the call for the annual budget for the agency to be reduced unless it takes structural action to address this issue. It is a shame that the agency has two ongoing litigation cases related to tender procedures.
