"Following the presentation of the European Court of Auditors’ annual report for the financial year 2010, the European Parliament’s Committee on Budgetary Control carried out the financial audit of the European Union general budget in respect of the European Environment Agency as part of the 2010 discharge procedure. The Committee’s primary responsibility is to ensure and verify that the Community budget is implemented in a regular and efficient manner. The discharge report highlights that the main issue with the European Environment Agency was the occurrence of multiple errors in procurement procedures in the agency’s 2010 management. The report points out that a number of cases of conflicts of interest within the agency were revealed recently, and the Committee does not recommend granting discharge until these are settled. At its meeting in late March, the Committee decided to postpone the granting of discharge, as it found that in order for the agency to be granted discharge, some additional issues concerning its 2010 management needed to be clarified. I supported the postponement of granting discharge at both the Committee vote and the vote in plenary."@en1
