"We voted this week in the European Parliament on whether or not to grant discharge to the budgets of European institutions and agencies for 2010. I voted in favour of discharge for the 2010 budget of the European Police College (CEPOL). Discharge is the final approval of the EU budget for a given year. Following the audit and the finalisation of the annual accounts, it falls on the Council of the European Union to make a recommendation and then it is up to us, the MEPs, to decide whether or not to grant discharge to the Commission in respect of the implementation of the EU budget for the preceding financial year. This decision is based, in part, on a review of the annual accounts and on the Court of Auditors’ annual report. Discharge is therefore the political element of the external control of budget implementation."@en1
