"We voted this week in the European Parliament on whether or not to grant discharge to the budgets of European institutions and agencies for 2010. Discharge is the final approval of the EU budget for a given year. Following the audit and the finalisation of the annual accounts, it falls on the Council of the European Union to make a recommendation and then it is up to us, the MEPs, to decide whether or not to grant discharge to the Commission in respect of the implementation of the budget of the European Union for the preceding financial year. This decision is based, in part, on a review of the annual accounts and on the Court of Auditors’ annual report. Discharge is therefore the political element of the external control of budget implementation. We asked the Secretary-General of the Council of the European Union to answer a few additional questions. Discharge must be based on ‘transparency and mutual responsibility’. The report on the adoption of discharge has been adopted. However, I think discharge could have been granted."@en1
